MD. RAKIB HOSSAIN, NDC, Secretary to the Government, is working as Rector of the Bangladesh Public Administration Training Centre (BPATC). He joined in this apex training institute on 29 July 2019 after serving as Additional Secretary, Ministry of Public Administration. He is a Member of Bangladesh Civil Service (Administration) belonging to the batch 1985.
He is a career civil servant having a wide range of work experience both in the ministries and in the academic and training arena. In the recent years, as Additional Secretary, Career Planning Wing of MoPA, he was actively involved with training related activities including the task of National Training Council (NTC), Public Administration Training Policy (PATP) and so on; and networked with government training institutes by providing academic curriculum and administrative support. He was also involved in lecturing the public servants, mainly in the areas of gender, governance, human resources development and career planning.
Mr. Hossain had been working in various portfolios, particularly in Economic Relations Division (ERD), Ministry of Social Welfare, Ministry of Women and Children Affairs, Ministry of Water Resources, Ministry of Public Administration, Bangladesh Parjatan Corporation, Ministry of Power, Energy and Mineral Resources. He also worked on lien in the Australian Agency for International Development (AusAID) for five years from 1997-2002.
He earned his Bachelor with honors and Master Degrees from the University of Dhaka in 1982 and 1983 respectively. He obtained his second Masters in Public Administration from the University of Canberra, Australia in 1993. In 2015, he joined the National Defence College and completed one-year National Defence Course with having a Masters in Security and Development Strategy (MSDS) from University of Professional (BUP), Dhaka.
He obtained academic and professional training both at home and in abroad that include Project Management Course from Denmark, Monitoring and Evaluation from Australia, Trans-boundary Water Management from Netherlands, Change Management from UK and Negotiation skills from USA. He attended UNICEF initiative for formulating strategy for combating Child abuse in Thailand; Women empowerment programme in Philippines, the Second D-8 Conference on tourism held in Tehran, Iran, and led delegation in Japan, Australia, China, India, Malaysia and Thailand.
He is a proud father of two daughters.
